Judiciary Subcommittee A is scheduled to meet on Monday, January 10th from 11AM to 1PM. The agenda includes: Establishing a new regulatory program for gas wells utilizing horizontal drilling and hydraulic fracturing; and Establishing a prohibition on construction of underground injection well.
Readers may recall that Judiciary Subcommittee A met on Dec. 14th and hydraulic fracturing legislation was on the agenda then. However, there were not enough state senators present for a quorum and no business could be conducted. Many citizens who had phoned or sent letters were disappointed by the lack of action. At the time, there was a distracting political drama going on as Senator Jeff Kessler negotiated for position of Senate President. Since then, Senator Kessler has established himself as the successor of Earl Ray Tomblin in that role.
The same committee is scheduled to meet this Monday, Jan. 10th, from 11AM to 1PM. There is still time to make a call to the offices of the reps in Charleston. So let’s try again to urge our reps to endorse this important legislation, with priority given to the senators. Remind your friends and relatives to call also. If at first you don’t succeed, try, try again.

“Last month, at the Joint Legislative Interim Judiciary “Subcommittee A” meeting, because of the lack of a quorum, there was no action taken on a draft bill establishing a new regulatory program for gas wells utilizing horizontal drilling and hydraulic fracturing. Hopefully, the subcommittee will begin discussing this important bill this coming Monday January 10th at the Interim committee meetings just prior to the beginning of the regular Legislative Session starting on Wednesday January 12th. Our preliminary reading of this draft legislation shows that it contains some good things and some not-so-good things, and omits some things we want.
But it is important that the subcommittee pass a bill out before Interim sessions end, so that the full legislature will have a comprehensive draft bill to consider when they convene on January 12th.
Please contact the members of Interim Judiciary Subcommittee A before they meet this Monday and urge them to pass this comprehensive draft legislation out of subcommittee and on to the full legislature for its further consideration. ”
